Union Encouragement: What is it and Why Does it Matter?

CPSU Members in universities have been subject to both HEWRRs and WorkChoices legislation which have systematically removed union encouragement provisions from collective agreements. The removal of these provisions from agreements meant that union members could no longer do things that  were useful in keep the union strong and effective.

Previously, when union encouragement existed in agreements, union members had a legally enforceable right to do a number of things including:

  • Elect a delegate
  • Have delegate recognized with rights and responsibilities
  • Put up union notice boards
  • Distribute union information
  • Attend union training
  • Speak to new employees about the benefits of membership
  • Have delegates assist in meeting with management
  • Consult with members over workplace change

All unions have agreed that reinstating union encouragement provisions back in collective agreements is a high priority. The CPSU will be working with all other unions to ensure that members have the ability to build and use their union in universities.
